SORAT-LX Risk Assessment
RSK Business Solution Ltd are the industry experts on SPAD (Signal Passed at Danger) risk and have developed the SORAT system along with Network Rail in order to manage the risk of a train to train collision following a SPAD. The system algorithms within SORAT are limited to the consequences of a train to train collision, however, more recently RSSB have completed a research project (T1007) into the scenario of a SPAD of a signal protecting a Level Crossing and have signed off a set of algorithms to quantify this scenario which it is envisaged will be built into the SORAT system in the next release.
RSK Business Solutions Ltd were part of the steering group for the development of the SORAT-LX algorithms and are the first company to use the spreadsheet on a live project in order to assess the risk to the passengers, staff and level crossing users following a SPAD.
Suitable and Sufficient Level Crossing Risk Assessments
RSK Business Solutions Ltd have carried out a number of Suitable and Sufficient Level Crossing Risk Assessments for level crossing renewals. This Rail Risk Management is focussed on optioneering of crossing types and mitigation measures required based upon the location and use of the Level Crossing.
Methodology

The Suitable and Sufficient Risk Assessment process requires the review of the available documentation including previous incident data followed by a site survey in order to identify any potential local hazards and carry out interviews with local crossing users and crossing keepers. A 9 day traffic census is also carried out in order to assess the use and potential level of misuse of the level crossing. As part of the assessment, potential options are identified and we request from the level crossing managers that an ALCRM assessment is run for various options in advance of a Workshop at which the options are discussed with the stakeholders. The output of the Workshop will be the proposed crossing type required for the location and this will be written up in the final report.
